Belgium has over 10,000 accredited real estate professionals: agents, syndics and property managers. Every one of them needs accreditation from BIV, the official Belgian institute for real estate agents. For years, that process meant paper forms, postal mail and manual processing. When BIV decided to go fully digital, they needed more than a website. They needed an integrated platform that could handle accreditation, training, examinations, internship management and ongoing professional development, all while meeting the security requirements of a regulatory body. Together, we built exactly that.

BIV x iO: digitising the real estate profession together

BIV (Beroepsinstituut van Vastgoedmakelaars) is the official Belgian institute for real estate professionals. The institute is not just a supervisory body: it sets the conditions for entering the profession, provides information and training, supports professionals throughout their careers, and sanctions those who commit serious violations. At the end of 2018, there were over 10,000 active real estate professionals under BIV's supervision.

Our partnership with BIV began when we delivered their new website. What started as a web project evolved into a comprehensive digital transformation programme. Why a professional institute needed more than a website

Professional institutes like BIV operate at the intersection of regulation, education and member services. They manage accreditation workflows, training requirements, compliance monitoring and public information, all while handling sensitive personal and professional data.

Before our partnership, much of this happened on paper. Aspiring real estate agents had to print forms, fill them out by hand, post them with supporting documents, and wait for manual processing. Accredited professionals received information by post. Training attendance was tracked in separate systems. The administrative burden was enormous, both for BIV staff and for the professionals they serve.

BIV recognised that digitalisation was not just about efficiency. It was about fundamentally transforming how the institute operates and how it serves the real estate profession.

How to build a digital accreditation and onboarding system for a professional body

The accreditation process is where every real estate professional's journey begins. We transformed this from a cumbersome paper-based procedure into a fully digital experience.

Applicants now start their digital onboarding by identifying themselves via itsme or eID, Belgium's national digital identity solutions. Their information is filled in automatically, saving significant time and reducing errors. They can upload all required certificates and supporting documents digitally and track the status of their application online.

On the BIV side, the transformation is equally significant. Documents no longer need to be scanned and retyped. The entire processing workflow is digital, drastically speeding up the procedure and reducing the risk of errors. Once accreditation is complete, new professionals automatically gain access to all functionalities of the BIV extranet.

This digital onboarding module has become one of the platform's showcase features: a complete replacement of an outdated, user-unfriendly process with a streamlined digital experience.

How to integrate e-learning, exams and internship management in one platform

BIV is committed to the ongoing professionalisation of the real estate sector. Legislation is increasingly complex, and the responsibility of professionals is growing. Training is not optional: it is a requirement for maintaining accreditation.

We built an integrated ecosystem that handles the entire training lifecycle:

Training management (Edux): Physical and online training courses are organised by BIV and external training partners. The integrated web application Edux manages course information, locations, schedules, registrations and attendance. Over time, BIV's role has evolved from organising training to enabling and quality-controlling it. Training institutions across Belgium now have the tools to manage accreditation themselves, while BIV focuses on quality assurance.

E-learning: Real estate professionals can continuously develop their skills through an online e-learning tool integrated with both the extranet and the training management platform.

Internship management: Aspiring professionals must complete an internship with an established real estate agent. We built an internship monitoring tool where trainees, supervisors and BIV can upload documents, work logs and assessments. Dashboards provide oversight for all parties.

Online examinations: Before receiving accreditation, candidates must pass examinations. Our online exam tool features advanced security techniques and fraud detection, smart reporting, a flexible question library and modular exam construction. The system is fully integrated with the member portal.

After completing courses or exams, professionals automatically receive their certification via the platform. APIs connect external training institutions directly, allowing them to report attendance to BIV in real time.

How to combine Drupal CMS with Symfony for a mission-critical professional platform

The technical architecture of the BIV platform is a masterpiece of integration. Multiple mission-critical applications need to work seamlessly together while handling sensitive information securely.

Drupal CMS powers the public-facing knowledge base: the place where Belgian real estate professionals find legislative updates, reference works, model documents, publications and procedures. The website also serves consumers looking for real estate agents or wanting to file complaints.

Symfony framework handles the complex business logic: accreditation workflows, training management, examination processing and compliance monitoring. The seamless integration between Drupal and Symfony creates a unified platform where content management and application logic work together without friction.

OAuth single sign-on connects all systems to a central identity layer. Real estate professionals log in once and have access to all applications: the extranet, training platform, e-learning, exam tools and more. No separate logins, no password management headaches.

API architecture enables external connections. Training institutions across Belgium connect to BIV's platform to report attendance and manage certifications. The roadmap includes OpenData capabilities to make the knowledge database available to external and public platforms.

From paper to digital: the operational transformation

The platform automates dozens of processes that previously required manual work. Letters, files and paperwork are handled digitally, saving time and money while increasing efficiency. The BIV team can now focus on quality control and strategic work rather than administrative processing.

The compliance monitoring capabilities allow BIV to identify professionals who are underperforming or not meeting their training quotas, enabling proactive intervention rather than reactive enforcement.

A platform built for the future

Despite the impressive achievements of recent years, BIV's digital ambitions continue to grow. APIs, microservices and OpenData are on the roadmap, enabling external and public platforms to connect to BIV's knowledge database. The platform is designed to evolve with the profession it serves.

Certifications arrive without delay. All professional information is accessible through a single digital office.

For BIV, the transformation enables a fundamental shift in focus. The institute has moved from administrative processing to quality assurance, from paper management to strategic oversight. Staff time is spent on supporting the profession rather than handling paperwork.

After an intensive analysis and development journey, the real estate profession has no more secrets for us. We continue to expand the platform in the context of administrative simplification, digital transformation and the mission of a paperless desk. A platform that is, as they say in Dutch, "vast-goed in elkaar" (solidly built, a pun on "vastgoed", meaning real estate).
